A student's PA mark is always boosted by not responding

We have identified a serious flaw in the PA algorithm: A student's PA mark is always boosted by not submitting PA marks. That is, it is always in their interest not to respond. Fortunately, there is an easy fix in the PR that I have submitted to moodle-mod_peerwork.

I have described the issue in full detail here, and proposed a fix: amandadoughty/moodle-mod_peerwork#15.

I'm afraid I haven't looked at the code of this WebPA project. The calculator is probably the same or similar to moodle-mod_peework. On that basis, it will hopefully not be too hard to fix.
