Settings registered for a payment method are listed in the platfrom settings

Describe the bug
We have a payment method with some settings and these settings are visible among all other platform settings.
If we add the IsHidden flag to these settings, they disappear both from platform settings and from payment method settings.

Expected behavior
Settings registered for a payment method should be visible only when configuring this payment method within a store.
