Run tests, generate license information and run linter.

Unless we want to cfg block all build.rs with linkage to binary ninja we will need to move those out of here.

Which I am frankly fine with doing, sigem can honestly live in the warp_binja plugin inside the api repo.

Initial CI with eb5fb15

Still need to add benchmarks and actually pass tests (see #5 (comment))
