When you unlock a page for the first time, it gets a red exclamation mark icon to indicate that it's new and unread. However, once you read the page and the mark goes away, that page will never again be marked as new for any worlds or servers in the current Minecraft instance.
While I can understand that it might be annoying to get the new-page mark over and over on different runs, it can also be very useful in complex guidebooks to see what specifically you just unlocked from an advancement. Just because I've unlocked a page once doesn't necessarily mean that I remember exactly where to find it after getting an advancement in a new run - especially if the guidebook it's in is particularly large.
Additional context
Since Minecraft advancements are per-world, it would make sense to me for there to be an option to have unread pages also be tracked per-world. This could be togglable in the config, for those who want to keep the current behavior.
