EMI lying about how Netherite equipment can only be repaired with Netherite

Issues

EMI states that the Netherite equipment can only be repaired with Netherite ingots, contrary to Quark's Diamond Repair setting being set to true.

However, actually trying to repair it with a Netherite ingot does not work, and can only repaired with a diamond.

This is reproducible with just Quark/JEI/EMI (it's reproducible in Quark's dev workspace).

It is not an issue when EMI is not installed, and I'm pretty sure Quark is using the JEI API correctly to implement this feature, so I think this is an EMI bug.
