FEATURE: revise processing rule for drop/keep registration.

For 1-season states if a registration is issued after then last day of hunting and before then end of the issue window for the current seasons; these registration should be dropped. Generally, these are believe to be associated with conservation order hunters.

Determine if this logic applies for 2-season states, or whether we need to slightly modify the rule.
