check in all JSON for all years these logics:

  • if quorum false -> %votanti < 15
  • if quorum true -> %votanti > 15
  • votanti / numero seggi -> voti per seggio
  • every year should have the same CdL name (same for departments)
  • a list should have at least numero eletti = voti totali / voti per seggio (when candidates >= eletti)
  • a list should have at least >= sum of the candidates votes
