[Feature] Autocomplete Dropdown

• Based on https://github.com/alphagov/accessible-autocomplete/tree/main
• Separate section at the top for "Preferred" options, rest of the list A-Z sort
• When you start typing the preferred items disappears and the list becomes solely A-Z

Phase two of the autocomplete dropdown to include 'preferred items' at top of list

Default

User clicks in drop down, focus state is active, 1 -3 preferred items at the top of list, rest of list to be alphabetical. When list exceeds 5 items list to be scrollable.
