I've stopped using irc in general and as such I'm no longer supporting this plugin.
This is a .net plugin for AdiIRC.
It filters messages of users joining and leaving channels, only for users that have recently talked are those messages displayed. The first message of a users after joining now informs you how long ago they joined.
Based on this this addon for hexchat.
