Who, exactly, is the audience for the code in this repo? Is it election officials? If so, who exactly? What is their role? Are they local, county, state, or federal officials? Are there other audiences who might be interested in this software?

The better we can identify who would actually evaluate and authorize the use of this software, the better we can write the software itself. Maybe we can even identify someone who is a member of the target audience, and ask them what they'd like to see in the software, or what specific need this code could address for them.
