we cannot do the label_drivers_license_id as written, it needs to be broken into two labels, one for the text field and one for an instructions somewhere else. And we'll need the spanish translation for that instructions text.

section_label_election_info does not have a proper spanish translation

ok, i've updated all the translations highlighted in red (was only a hand full) except for what I mentioned in the comments above. Actually, there were no alterations to any of the Spanish text, just english.
