Use ImageMagick or similar automated image transforms to rotate/scale/warp the canonical ballot PNG into distorted forms to test that the scan code can still recognize it. Use bubble coordinates to mark an in-memory copy of the PNG so that the scanning can have filled bubbles to find.

imdev tool currently does rotate+scale, encode to jpg (so that we can deal with any compression artifacts), compare to all the headers, and finally scan. TODO: do that with a marked ballot.
