Because ballot measures require an additional row of text in their tabular layout (the ballot measure text) it's easier to develop and test ballot measures in a layout that complies with the EAC guidelines to spread them across a single column. This approach may take up more space (specifically, force additional page breaks) but we'd have to compare these layouts to 3 column layout, described in Issue #88
