Toggle Instructions on demo ballots

To test how contests re-flow across columns and pages, a command line option to hide the voting instructions on the generate ballot would force a significant re-flow of all contests and test the layout logic of the ballot generator.

Like this:

ballotmaker demo --no-instructions
