[1.12.2] Set require of ModifyConstant to 0 for working with mods modifying the same part

Some mods providing the other functions are trying to modify the packet size as well.

Should be easier by changing https://github.com/TonimatasDEV/PacketFixer/blob/1.12.2/forge/src/main/resources/packetfixer.mixins.json#L19 to 0

Should be fixed in Packet Fixer 1.12.2-1.0.3
