Feature Description

Right now the only thing we have is a blocklist for public keys. It would be good to have support for more complex rules like "anything coming from this public key AND matching this regex". E.g. I want to ignore my own messages from groupbot. Or maybe I want to see them but not get notifications about them. We should have some features around finer grained control of notifications and blocking/ignoring.
