Migrate from buildpacks to Docker

Buildpacks in heroku don't allow full functionality and flexibility for all applications.

Set up for containerizing in Docker to help with deployments and transferability.

Describe alternatives you've considered
Currently trying to use various community buildpacks in Heroku to do this work. Somewhat problematic and having issues deploying.
