Pseudo A/b testing framework

Current behavior:
None

Expected behavior:
If we have the associated other issues setup all the groundwork would be set for an A/B testing framework for Flogo and Flogo-ML requiring minor tweeks (really we would build them into the associated other issues since this is a useful benefit from those features)

What is the motivation / use case for changing the behavior?
Super useful for DS stuff.
