Could this app be submitted to be notarized by Apple on Altstore PAL? Maybe if you remove the ad blocking mechanisms I believe it could. I believe it is possible because apple already notarized an open source client for hdive called Artemis. This app is essentially a client. So what are your thoughts?.

I believe instagram dont allow it. Worth a try to see the reason they give you maybe

Unfortunately no, as this is a modified version of the official Instagram client. The legality of distributing modified versions of the ipa is on the illegal side, while SCInsta just patches your own copy of the IPA which avoids having to distribute the copyrighted binary.
