smart things z-wave metering switch not reporting power into new SmartThings app. #51720

The Z-wave metering switch default DH is not reporting power into the new SmartThings app for the GE 40 AMP Switch (14285)

we also need to add a variation of this device handler to the code.

Power shows up in "History" but not on the main display page.
