Description

The IPC Head Side layer, used for screens, should be moved back a layer so it doesn't clip with hair and heads.

Reproduction

  1. Give IPC hair / new head
  2. Give a screen from Head Side
  3. Explode

Expected behavior

  1. Give IPC hair / new head
  2. Give a screen from Head Side
  3. See the screen appear BEHIND the new head shell / the hair

Adds a new marking category, visual layer, and face.
This stops IPC screens, makeup, and other face markings from appearing
above hair.

Solves #1328
