It's not possible to add comments anywhere except at the start.
Steps to reproduce:

• open https://github.com/SciSharp/protobuf.Text/blob/master/test/Test/Config/faster_rcnn_resnet101_voc07.config
• Append # This is some comment
• Run tests inside of this repository
• Error Protobuf.Text.InvalidTextProtocolBufferException : Unknown field: #

Confirmed that this is still an issue.

According to the specification, the # character should treat anything following it (until the newline character) as a comment and should be ignored.

Comments can appear on their own line, or at the end of a line with other elements on it.
