Set up a "deploy" button for our apps via slack

I was imagining something like this (slack)

We can probably use https://github.com/Safecast/safecast_deploy to automate the deployment steps (maybe move that to lambda or github action or something?)

I was playing around with maybe linking back to github actions for this https://github.com/Safecast/reporting2/actions/workflows/deploy_same_env.yml

I think you still can't prefil the values in that form though, so we might need to autogenerate job definitions for each CI run or something like that.
