Application Stalls on First Run

Describe the bug
On first launch, the application may have a tendency to "stall", thus launching a blank browser window and no explicit or easily definitive way to determine the cause. Suspects include multiple launches trying to use the same localhost port, EF Core deadlocks, or anti-virus intervention.

To Reproduce
Steps to reproduce the behavior:
Using a clean Install:

1. Launch RetireSimple.Backend.exe

Expected behavior
Application launches immediately

Additional context
Found when trying to have my father run and toy with the application. This may be user error, which means user documentation should be clearer or a better solution should be determined.
