Cannot create workspaces below #112

Ubuntu 22.04, GNOME Shell 42.1, both Wayland and Xorg.

When trying to create a new workspace below others, both via dragging the app below or hotkeys, it doesn't work. However, dragging the app above or between existing workspaces creates a new one correctly.
