I'm just wondering if it's possible to identify the titles that would fall under the following statement from the closure email:
If you have purchased a PS3/PS Vita cross-buy bundle and have only downloaded either the PS3 or PS Vita version, you will need to download the other version prior to the closure of PlayStation™Store on the relevant device.
I have a complete PSDLE export from December.

Probably not. The exports lack the connection between them so a service that knows a PS3 item and Vita item are related is needed.
For PS4 titles, if the export includes product IDs a script could be made to scrape the new store pages based on product ID, i.e. Flower, The Unfinished Swan, and Resogun.
Maybe if the exported product and item IDs don't match it'd be worth checking for PS3/Vita?
Based on the support pages, PS4 cross buy titles should be fine. They just snuck that line into the email with no further description. It's not even clear if you'll be able to redownload after the store closes if you do download before.
