[BUG] Bomb carrier glow doesn't work. #699

Describe the bug
A clear and concise description of what the bug is.

Bomb carrier glow does not work on its own.
Bomb carrier glow gets overridden by teammates/enemies glows.

To Reproduce
Add steps on how to reproduce this issue/bug, if you don't this issue will be closed and won't be looked into.

Enable Bomb Carrier in Visuals -> Glow
Drop the bomb to a teammate
Observe how that teammate does not glow
Take the bomb away
Add teammate glow
Drop the bomb to a teammate again
They will glow with Bomb Carrier color for a while then revert to Teammates color.

This is an old bug, it has been present in 1.6 builds.
