Add support to facilitate creating and viewing Cookbook content suggestions. The intent is to provide a list of suggested new (or revised) Cookbook topics to provide prospective cookbook authors with ideas for desired content. Some initial thoughts:
- The list might be maintained as GitHub issues with an associated tag (e.g. "New Cookbook Ideas") to enable filtering
- The list should be prominently linked on the Cookbook Gallery page
- Make use auto-respond bot to help keep people engaged. E.g. questions added to issues might get a response that someone from the Pythia team will get back to them, etc.
- Seed the initial list with ideas aimed at helping broaden the content
