Add Region/Country specific info into docs.

Soo... At the moment Russia have blocked ECH that Cloudflare uses. The problem is Pretendo have Cloudflare as protection and because of it Pretendo is not working in Russia. Website is untouched and still working but Pretendo on Consoles is not working. Its not working on 3DS and I'm pretty sure that for Wii U too.
