Yep, the Bitmap control in PrepareDlg refers to WixUIDialogBmp.png, and the Bitmap Control documentation says this is possible starting with Windows 8 and Windows Server 2012. Indeed #9606 says the Windows 7 incompatibility is expected. |

According to PowerShell Core Support Lifecycle, PowerShell 7.0 and 7.1 no longer support Windows 7. Therefore, I am filing this as a discussion and not as an issue.
When I run PowerShell-7.1.3-win-x64.msi on Windows 7 SP1, the first page of the installer has no graphics on it:
The same package on Windows 10 version 20H2 shows graphics all right:
Perhaps the package is using an image format that Windows Installer on Windows 7 SP1 does not implement.
