Building static executables directly via nix' pkgsStatic.postgrest

Currently we carry some specific configuration / overlays etc. to make building the static executable via pkgsStatic work.

To make ##3280 and ##3281 easier to do, my goal is to upstream all those overrides and make it possible to build postgrest directly in nixpkgs via pkgsStatic.postgrest.

Some things I have been (or will be) working on with this goal in mind:

• Make pkgsStatic.libkrb5 work:
  • Allow enabling --with-keyutils for pkgsStatic.libkrb5: https://mailman.mit.edu/pipermail/krbdev/2024-February/013658.html
  • Upstream the --sysconfdir=/etc change and removal of left-over references to nixpkgs.
• Make pkgsStatic.postgresql work:
  • postgresql: refactor and cleanup NixOS/nixpkgs#292993
  • postgresql: more cleanup NixOS/nixpkgs#293996
  • postgresql: split -lib and -dev outputs cleanly; add libpq package pointing to postgresql_latest.lib NixOS/nixpkgs#294504
  • Build postgresql with meson.
  • Patch meson build to make pkgsStatic.postgresql work.
• Make pkgsStatic.haskellPackages.postgresql-libpq work:
  • haskellPackages.postgresql-libpq: Use pkg-config instead of pg_config to find libpq NixOS/nixpkgs#286370
• Turn the reference checking into disallowedReferences.
• Automate Hackage release #2275 to keep postgrest in nixpkgs up2date.
