There are a bunch of potential places to fix this one with find-and-replace.

Context

We have long used the word "municipality" in the context of "states have counties in them, which have municipalities in them". For some reason, it took until now to realize that "locality", while still being accurate, is: simpler; more inclusive of different types of places; accessible to a broader range of reading levels. We can still use the word municipality—it just has a more formal implication of geographic administrative boundaries.

Requirements

  • update public-facing terminology
    • this will already happen on v2 search
  • update the code in many places
    • municipality property on Agencies table in Airtable
    • data-sources-mirror
    • database/relevant migrations
    • probably more

Documentation

  • data dictionary, docs
  • there will be several PRs required for different repos; link them all here, please!

@josh-chamberlain It may additionally be prudent to create a locality table which the agencies data can refer to. This can help reduce duplicate information, keep the agencies table cleaner, and make logic more clear (the typeahead_suggestion materialized view takes locality data from agencies, which is a little confusing). New rows can be added to locality whenever we add a new data source whose locality is not already mentioned in locality.
