I was unable to inmediately find a suitable point of contact to request access to this API.

Apparently it is available on Enterprise plan, and documentedly provides API access to Adobe Admin console.

The User Management API provides programmatic access to the Adobe Admin Console, enabling enterprise organizations to automate user account creation and managing product assignments.
