Seriously great job everyone involved in this!
My one criticism is the ideology mapping. When I tried my first conversion, probably 75-80% of the world was fascist, and no country was non-aligned! I tried playing around with the config for a while, but it was really hard to find something that felt balanced and realistic. My first few tries resulted in most fascist countries being located in Africa, with none in Europe. Obviously, this is alt-history, but it still feels unrealistic for a fascist movement to take power in a place that a)isn't in Europe or b)isn't a settler colony (I know that in terms of hoi4, Japan is an exception to those rules). Trying to map ideology solely using laws feels like a fruitless endeavor, though it can certainly push things in the right direction: council republics ought to go communist, ethnostate law ought to go fascist, etc
Fascism is a weird one. Mapping using many laws doesn't work very well. Historically, fascist movements have gained power in a variety of countries. Nazi Germany came out of Weimar Germany, one of the most progressive states in Europe, and a constitutional republic to boot. Fascist Italy came out of the Kingdom of Italy, a Monarchy with a Parliament.
I think using laws to map ideologies is a good start, provided a few adjustments get made, like tipping the scale away from fascism and towards non-aligned to account for undeveloped nations etc. It is important to realize that fascism and authoritarianism are two different things.
I've been thinking of other things which might be worth looking into as well:

  1. Adding weight to lost wars in the 21st century
    A large part of what created the conditions for Germany to become Fascist was World War I. Unfortunately, Vic3 doesn't have Great War mechanics yet, but perhaps it would be possible for a country losing a war after 1900 to be weighted towards becoming fascist if other paramters are also met.
  2. Adding weight to being located in Europe
    Fascism is generally a crisis of democracies and industrial states. When I was fiddling around with the configs myself, I found it very hard to strike a balance that didn't involve all of the underdeveloped countries outside of Europe going Fascist. Certainly, those countries can be Authoritarian, but that is distinct from Fascism. It's appearance on the map should partially be weighted towards appearing in Europe if possible.
  3. Accounting for special cases outside of Europe or settler colonies
    Now this really stumps me, and as of yet I don't have any good ideas.
    Anyways, thank you so much for creating this converter, it is seriously impressive and a great start!
