New command Get-BicepModuleCache

Get-BicepModuleCache should list modules in the local cache and present them in the same output format as Find-BicepModule.

Describe the solution you'd like

Get-BicepModuleCache should look in the local module cache an list all modules cached to the local module cache path.

Would be nice if we could support listing template specs cached as well using Get-BicepModuleCache -TemplateSpecs. But we should default to -Oci.

Would be great if we could add support to pipe the output to Clear-BicepModuleCache
