Where is model "varnishcache/vcl"?

In Phoenix_VarnishCache_Model_Observer Line 324, there is the following codes:

$designExceptionSubSnippet = Mage::getSingleton('varnishcache/vcl')

But where is model "varnishcache/vcl"?

fix for VCL is available
