问题描述 - Issue Description

安装完成打开。startup error提示java.lang.RuntimeException: org.springframework.beans.factory.BeanCreationException: Error creating bean with name 'windowsEcoQosAPI' defined in URL [jar:file:/D:/PeerBanHelper/PeerBanHelper.jar!/com/ghostchu/peerbanhelper/platform/WindowsEcoQosAPI.class]: Failed to instantiate [com.ghostchu.peerbanhelper.platform.WindowsEcoQosAPI]: Constructor threw exception

主窗口显示也是如此和windowsEcoQosAPI有关，安装旧版虽然不是这个提示，依然用不了，什么null之类的

由于某些原因 依赖库文件释放失败了。
你可以在配置文件里临时关闭这个功能，看看能否得到缓解。

这玩意儿报错内容是没找着文件，我用 VC2015 编译的，理论上 Win7 也能跑，但是只有调整优先级的效果。

我不清楚为什么文件找不到，后面考虑改改文件位置
