Removing open source license management from the scope of the project to focus on more important task. (Moving to milestone 4)

I swapped the issue tracker and graveyard milestones since the issue tracker will require the same forum software used in Milestone 3. I also moved the Toolbox to Milestone 2 to lighten the Milestone 3 load.
