Add digital waiver to expungement workflow #7

The user must sign a waiver as part of the expungement workflow. We have been provided the exact waiver text and format by our clients. Requirements:

Allow the user to sign the waiver as they would any other sign-able PDF.
Allow the user to be able to print the waiver (at the time of signing; this is not calling for a "my signed documents" page)
Capture the signed waiver for retrieval by our backend users.

Current plan is to integrate with SmartWaiver for the heavy lifting behind this feature.
