There are a few game systems that do not support getting cover art based on a game's serial number. The big one is PS2, with PCSX2 becoming mature enough to be an official core.
Others do exist, such as:

  • N64
  • Vectorex
  • Dreamcast
  • PS2

Note that this isn't an exhaustive list.
