Add Haptic Feedback to Cores

With the improvements of the GameController framework in macOS 11, it should now be easier for cores that have force feedback/haptic/rumble support to send it to an actual controller.
Only more modern consoles like the PS1 and N64 actually had official haptic hardware.

What would need to be done:

• Implement Use GameController API for controller input #5011
• Rewrite the system plug-ins so that rumble requests can be sent from a core to OpenEmu.
• Add support for rumble to the cores.
