First of all, this question is sort of revealing.
We have two kind of issues: Bugs and Enhancements. Each of them are supported by a form. If it isn't possible to fill one of these forms, it's not an issue. In particular, a question is not a valid issue. It's that simple. Full stop.
There are some ways to contact people anyway. One is to start a discussion. This is free form, there are no particular restrictions. If you know people you want to chime in, you can ping them.
There is also Zulip which is even less structured. It is IMHO actually the best tool for things like this when it's about cooperating within a smaller group.
