R28 Term Identifier does not follow conventions of other Argo tables / vocabs #131

All Argo tables / controlled vocabs (except R01) follow the following convention:

TermID = SDN:Rxx:term, where term = AltLabel = Argo meta value. This term usually is human read-able and has some meaning.
The PrefLabel is not encoded as the value in Argo meta.nc files except for R01.

However, R28 breaks this convention, using and opaque and meaningless identfier (e.g., CB0001) as the term. And then AltLable and PrefLabel are identically encoded using a short label.

I recommend that "term" in SDN:R28:term be encoded using the more meaningful curent values of AltLable and the PrefLabels be rewritten with a more descriptive label. AGain, this follows the convention of all other Arbo Rxx tables/vocabs.
