Steps to reproduce:

  1. Open the Nuget package manager for the solution where there are multiple updates to Nuget packages, and not all packages are referenced by all projects
  2. Go to the updates tab
  3. Select one of the packages and sort the project list by package level
  4. Select another package and see that the project list does not sort by the package level
