How to create a second column from a first column and then delete the first column in a migration?

I have a table with a column let's call it datetime_str that holds a datetime in string format. Now I want to create a migration that creates a new column called datetime_ms that stores the same datetime but as a millisecond number and then delete datetime_str.

How can I do that?
