Trustees should be able to draft, review and approve emails being sent to all current members

First steps will be to move over existing code from http://github.com/NottingHack/trustee-tools/
move into a controller
add permission membership.email.current for Team:Truetees
swap db calls for repo

Extra Credit:- Require approval from 4 trustees before actually sending the email
