Create Coordinated Line

Add a new struct for lines that need to be coordinated and include a "supply" curve similar to ORDC to hold potential cost of coordinating between ISO's.

The model should support time varying line limits as well. The cost function should represent the cost of violation for the "slack". Such that the larger the value of the slack the cost increases.
