[5pt] Find and remove test sites and duplicate sites from CatFIM

There are a handful of CatFIM sites that should not be mapped because they are test sites or no longer functional. Assemble a list of these site IDs and add to the CatFIM denylist so we do not map CatFIM for them.

Some sites will be provided by the field. It could also be useful to query the CatFIM sites geopackage to find instances where there's two CatFIM points in the same location (because usually that means we should be removing one of them).

Ya, I think the deny list is definitely out dated. Derek might be able to help get it updated.
