Develop paragraph-level outline

Add a topic sentence to the beginning of each paragraph to serve as an outline for the manuscript. Incorporate Eric's comments and revise the outline to improve the overall structure and flow.

@kellijohnson-NOAA I added a new Quarto extension (#2) to the repo that enables tracking changes from co-authors and revisions can be rendered as PDF, DOCX, and HTML outputs. I also included a brief co-author editing guide in manuscript/manuscript.qmd before the Introduction section. Please let me know if this feels like overkill and submitting edits and suggestions through PRs would be sufficient.
