Improve the Solr Docker image build to use strict checking for complete ingest. #8

Currently, when Solr is ingesting the data, we set a timeout for Docker of 120 seconds. Given our local machine and server sizes, this works. However, to accommodate all server sizes and potential issues, we should use a strict checking for both the Solr startup task and the Solr data ingestion.
